RESERVATION BILL
The government has announced 10 per cent reservation in government jobs and higher education for economically weaker sections in the general category which has been approved by the President on 14th January. Thus becoming 103rd constitutional amendment. The mega move by the government by the government has attracted a lot of political comments. The opposition in the favour of the Bill but also considered it a political gimmick.
"This was a long-standing demand but only the Modi government had the courage to do it. Brahmins, baniyas, Christians, Muslims, all will benefit from this," Vijay Sampla, Union Minister said. Certain experts are questioning the feasibility as the amendment overshoots the Supreme Court's 50 per cent cap on quotas and takes the total to 60 per cent. Any increase from that limit will attract scrutiny. The government said that is making a difference between economic and social reservation. The Supreme Court's limit is for social reservation according to experts. The Bill would be legally complicated but would address the needs of people belonging to economically backward upper caste.
The criteria for economic quota will be the same as that for Other Backward Castes. Eligibility Criteria as said by Union Minister Vijay Sampla -
- Family income should be less than 8 lakhs per annum.
- Farm land should be less than 5 acres
- Residential house should be less than 1000 acres
- Residential plot should be below 100 yards and situated in notified municipality.
- If it is not situated in a notified municipality than it should be of 200 yards.
The bill extends 10 per cent quota to the economically weaker sections in the general category who are not covered by any of the existing schemes of reservation.Gujrat has become the first state to implement this quota
The bill has attracted mixed emotions from the nation, where some are challenging the whole concept of reservation and some are against the reservation based on social caste.
